In 1989 the Denver Parks and Recreation Department proposed using bond funds to develop and renovate the Denver City Park pavilion so it could be used as the departments' administrative offices. Although the vacant and vandalized pavilion needed to be renovated, several community members wanted the pavilion to remain as an open-air shelter and eating area. Lead by Patricia Paul, Barbra Wright, Mark Appel, David Knowels, Georgia Garnsey, and Anna McRae, the community members gathered support and created the Save the Pavilion Association (STP). At the beginning of 1990, the Save the Pavilion Association began protesting the Parks and Recreation Department's proposal. With additional community support, in May the group then sued the Parks and Recreation Department to prevent the pavilion from becoming office space. Although the judge acknowledged that both sides had valid arguments, he stated that converting the pavilion to office space would be an illegal use of the City Park land. As a result of the lawsuit, Mayor Federico Peña created the City Park Pavilion Task Force, in order to gather a wider consensus on the future use of the pavilion. From May 15-June 27, the Task Force gathered community opinions, suggested improvements, and proposals on the future use of City Park and the pavilion. Based on the results, the Task Force purposed by September 1, the Mayor, in consultation with the Task Force, reviewed a modified office space option and the community's proposals suggesting the pavilion be used as an event center, daycare center, or possible café. In 1992 the outside of pavilion was refurbished and is now listed as a historic landmark.
